1. Why “Plant-Based Beverage” — Not “Milk”?
Under Korean law, the term “milk” refers exclusively to sterilized or pasteurized cow’s milk. Therefore, plant-based liquids made from oats or almonds cannot be labeled as milk.
The MFDS also recommends that manufacturers avoid using names of ingredients that are not actually used in the product, to prevent consumer confusion. Thus, in Korea, terms like “almond milk” or “oat milk” are replaced with “almond beverage” or “oat beverage.”
In contrast, the U.S. typically uses the term “plant-based milk.” The FDA permits the term but encourages brands to clearly disclose nutritional differences from real milk—such as lower protein or calcium content.
